AG Nessel critiques DTE Electric’s $9 billion distribution plan

Last week, Michigan Attorney General Dana Nessel submitted comments to the Michigan Public Service Commission (MPSC) regarding DTE Electric's proposed 5-year distribution plan. This plan outlines a $9 billion investment aimed at enhancing electric reliability and preparing for increased electrification.

Nessel expressed concerns about the affordability and accountability of the plan. "The 5-year distribution plans are a good idea, but the Commission should be demanding more of Michigan utilities in these filings," she stated. She urged DTE to revise its proposal to address affordability issues and assure customers of noticeable improvements in reliability, along with consequences for not meeting those goals.

According to Nessel, the current plan lacks a focus on affordability for consumers. The projected $9 billion expenditure translates to an estimated cost of $4,350 per customer over five years. Nessel emphasized that this significant financial burden should be considered in upcoming rate cases, urging utility companies to explore cost alternatives while planning necessary grid improvements.

DTE's detailed 279-page document lists various programs and projects but fails to specify problem areas or provide concrete solutions and expected outcomes for customers. While some electric reliability metrics are projected by 2029, there are no committed goals or accountability measures if targets aren't met. Nessel highlighted the absence of performance monitoring processes and accountability mechanisms like penalties or refunds for unmet objectives.

Although the MPSC is evaluating potential accountability metrics through a workgroup, Nessel stressed that DTE should commit to clear goals and accountability when proposing such substantial investments from ratepayers.
