Eaton County Land Bank acquires Horner Mill site for redevelopment

The Eaton County Land Bank Authority has acquired the Horner Mill property in Eaton Rapids, marking a significant move toward revitalizing the site. The purchase was finalized on October 31 and is seen as an important step for both environmental remediation and future redevelopment.

The Horner Mill, which features more than 1,000 feet of river frontage along the Grand River, was once central to Eaton Rapids’ industrial and cultural landscape. In recent years, however, it has become known for environmental hazards and deteriorating structures that require full demolition. With local ownership now established, efforts will begin to secure funding for cleanup and redevelopment.

“After years of blight and hazardous conditions, this historic site will be rehabilitated,” said Eaton Rapids Mayor Pamela Colestock. “We are committed to collaborating with the County Landbank to secure a bright future. The possibilities are truly endless.”

“This purchase marks a new beginning for one of Eaton Rapids’ most storied sites,” said Dairus Reynnet, Eaton County Treasurer and Chair of the Eaton County Land Bank Authority. “Local control means we can finally take charge of the property’s future, ensuring decisions are made in the best interest of the community.”

Officials from both the city and county plan to seek state and federal grants while involving residents in discussions about how best to redevelop the property.

The Eaton County Land Bank Authority focuses on returning vacant or tax-foreclosed properties like Horner Mill to productive use through collaborative planning with community input.
