The Michigan Department of Agriculture and Rural Development (MDARD) along with the Michigan Craft Beverage Council (MCBC) have opened applications for the Qualified Small Distiller Program. The application window is from May 12, 2025, to June 13, 2025.

"MDARD is committed to maintaining Michigan's agricultural diversity and continuing to foster unique opportunities within the food and agriculture industries," stated MDARD Director and MCBC Chair Tim Boring. He added that the program aims to promote the sale of Michigan grain for spirit production, thus supporting business growth and economic opportunities for farmers, craft distillers, and communities across the state.

Legislation PA 135 of 2022 was signed by Governor Gretchen Whitmer to aid in reducing markup costs on spirits made with at least 40 percent Michigan-grown grain. This reduction is intended to boost bottled spirit sales, generating more revenue for local grain farmers and distillers aiming to expand their operations.

Jenelle Jagmin, MCBC Director, remarked on the industry's potential: "Michigan's craft beverage industry is positioned for continued growth and development in part because we grow the inputs right here in the state." She highlighted that since 2019, over $2.5 million has been invested by MCBC into research and education projects aimed at improving distilling grain quality.

According to state law, Michigan distillers producing no more than 60,000 gallons of spirits annually can apply for this program. Out-of-state entities meeting specific criteria may also qualify. Successful applicants could benefit from a reduced markup starting January 1, 2026.

Further details about applying can be found on MDARD’s website where prospective applicants can access forms and additional information such as fees and FAQs. Inquiries regarding the program should be directed to MDARD-QualifiedDistiller@michigan.gov.
