  • Application Deadline April 2, 2023
The Federal Emergency Management Agency (FEMA) Grants Program Directorate (GPD) released the U.S. Department of Homeland Security (DHS) Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2023 Nonprofit Security Grant Program (NSGP), a competitive grant which provides funds to support target hardening and other physical security enhancement activities for nonprofit organizations at risk of a terrorist attack.

The NSGP is comprised of two funding sources: the NSGP-Urban Area (NSGP-UA) and the NSGP-State (NSGP-S). Applicants must apply under the funding source applicable to their geographic location. The NSGP-UA funds nonprofit organizations located in FEMA-designated urban areas, which in Michigan includes the counties of Macomb, Monroe, Oakland, St. Clair, Washtenaw, and Wayne. The NSGP-S funds nonprofit organizations outside the FEMA-designated urban areas. There is $152,500,000 available nationwide under each program. Eligible nonprofit organizations may apply for a maximum of $150,000.

The Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD) administers the NSGP in Michigan on behalf of eligible nonprofit organizations. All applications must be submitted to MSP/EMHSD, following the instructions from the websites listed below, to be considered for funding.

Note: All required application documents must be submitted electronically by 11:59 PM April 2, 2023.

Important Grant documents can be found on the MSP/EMHSD NSGP webpage at  michigan.gov/EMHSD/Grant Programs. To view the federal guidance materials, visit www.fema.gov and search NSGP.
