Vincent Allen Payne, a 60-year-old resident of Valrico, Florida, was arraigned in Hillsdale's 2-B District Court for allegedly sexually assaulting a minor relative in 2007. Michigan Attorney General Dana Nessel announced the extradition and charges on Wednesday. The U.S. Marshals Service facilitated Payne's extradition to Hillsdale County earlier this month as part of Operation Survivor Justice.
Payne faces one count of First-Degree Criminal Sexual Conduct for the alleged incident involving his 13-year-old relative in November 2007, during which he lived in the same residence in Hillsdale. The Hillsdale County Prosecuting Attorney’s Office charged him with the crime in January 2010.
"Sexual assaults are serious crimes that leave lasting trauma, and it takes tremendous courage for survivors to come forward, especially after so many years," said Nessel. "I remain committed to working with the U.S. Marshalls Service, the Hillsdale County Prosecuting Attorney’s Office, and other county prosecutors across the state to ensure that those charged with criminal sexual conduct offenses face their allegations in court."
Operation Survivor Justice is funded by a $1 million state appropriation from last year. It is a collaborative effort between the Michigan Department of Attorney General, local county prosecutors, and the U.S. Marshals Service to locate and return fugitive offenders with outstanding sexual assault warrants to Michigan.
Payne is set for a probable cause conference on May 28, 2025, at the 2-B District Court.
