This decision follows a legal challenge led by Michigan Attorney General Dana Nessel, alongside 22 other attorneys general, against the administration's attempt to cut "indirect cost" reimbursements at research institutions.

"This injunction is a critical step in our ongoing fight to protect federal funding, uphold the rule of law," she said.

The lawsuit was co-led by the attorneys general of Massachusetts, Illinois, and Michigan. The coalition also includes attorneys general from Arizona, California, Colorado, Connecticut, Delaware, Hawaii, Maine, Maryland, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, Washington, and Wisconsin.
