The Michigan Department of Health and Human Services (MDHHS) has announced a grant funding opportunity aimed at developing Quick Response Teams (QRTs). These teams will focus on providing follow-up and outreach to individuals who have survived non-fatal opioid overdoses.
QRTs are expected to include professionals from various fields, such as law enforcement, emergency medical services, addiction specialists, and peer recovery coaches. Their role will be to engage with overdose survivors within 24 to 72 hours and connect them with essential services. These services may involve access to naloxone, syringe service programs, substance use disorder treatment, housing support, food assistance, employment aid, medical services, health insurance enrollment, and peer or family support groups.
The initiative underscores MDHHS's commitment to reducing health disparities related to overdoses and enhancing access to opioid use disorder treatment and recovery services. The funding is provided through the State Opioid Response grant received from the Substance Abuse and Mental Health Services Administration. It targets underserved communities that require treatment and recovery support.
Eligible applicants for this opportunity include substance use disorder prevention and treatment providers, recovery community organizations, harm reduction entities, federally recognized tribes, Indian Health Services, Tribal and Urban Indian Organizations, as well as SUD peer service organizations.
A total of $1.3 million is available under this grant program with a maximum award of $150,000 per grantee. Interested parties must submit their applications electronically via the EGrAMS system by 3 p.m., Tuesday, January 7. The program is scheduled to run from March 1 through September 30 in 2025. Continuation of funding depends on availability and satisfactory performance.
A pre-application conference will be conducted on Monday, November 25 at 9 a.m., lasting approximately 90 minutes. This session aims to discuss the funding opportunity in detail and guide applicants on using the EGrAMS system; it can be accessed online at https://bit.ly/3CovP1j.
Further details about applying can be found by visiting the EGrAMS website where instructions are available under "Competitive Application Instructions." The complete request for proposals (RFP) can also be accessed under “Current Grants” in the “Specialty Behavioral Health Services” section by selecting the “QRTP-2025” grant program.
