The Michigan Department of Health and Human Services (MDHHS) is requesting proposals from organizations to administer the Empowering Youth Today program. This initiative aims to equip Michigan youth, ages 10 to 15, with essential skills for planning their future through high school and beyond, while preventing unplanned pregnancies.
The program employs an approved Sexual Risk Avoidance Education curriculum designed to educate youth on the benefits of healthy relationships, goal setting, and avoiding risky behaviors such as dating violence, underage drinking, or illicit drug use without normalizing teen sexual activity.
Eligible applicants include public and nonprofit entities such as local health departments, community health centers, nonprofit hospitals/health systems, school districts, federally recognized Michigan tribes, 501c3 nonprofits, other social service organizations/community-based organizations qualified to implement youth programming, and universities.
The program is scheduled to begin on October 1, 2024, and will conclude on September 30, 2025. A total of $1.3 million is available for distribution with individual agency awards up to $145,000 each. Successful applicants may apply for noncompetitive annual renewals based on fund availability and performance.
A pre-application conference will be held on Monday, June 17 at 9:30 a.m., lasting approximately 90 minutes. The webinar can be accessed at https://bit.ly/4eit7c3. Following the conference's conclusion, this link will also provide access to the recording.
Questions regarding the RFP must be sent via email to MDHHS-EYT@michigan.gov by Wednesday, June 19. These questions may also be discussed verbally during the pre-application conference. MDHHS will compile all questions and answers along with any clarifications or revisions to the initial RFP by Monday, June 24 on the EGrAMS website.
Project director requests for application access are due by Friday, July 5 at 5 p.m. Grant applications must be submitted electronically through EGrAMS by Monday, July 15 at 3 p.m.
