This act seeks to enhance government efficiency by giving the president greater control over the hiring and management of "career" staff within the federal government. It aims to simplify the hiring and firing process based on performance, stripping employees of civil service and union protections.

Overall, Rep. James is pushing for government modernization and competitiveness, drawing comparisons to the private sector.
