Michigan Attorney General Dana Nessel has obtained a permanent injunction against Harmony Manor, LLC and its owner, Gregory Cheff. The legal action prohibits them from operating their Flint-based adult foster care facility without the necessary license.
The Department of Licensing and Regulatory Affairs (LARA) revoked Harmony Manor’s license in July 2024 due to structural issues with the building. Despite this revocation, Harmony Manor continued its operations. In September 2024, a complaint led LARA to initiate an investigation.
The investigation revealed that the facility was still providing care for at least five individuals. Subsequently, in January 2025, LARA referred the case to the Department of Attorney General. On February 27, 2025, Attorney General Nessel filed for an injunction which took effect on June 23, 2025.
“Providing care without a license and in unsafe conditions endangers the very people these facilities are meant to protect,” said Nessel. “I want to thank LARA for its thorough investigation and partnership in protecting Michigan residents who rely on licensed care. My office remains committed to holding accountable those who endanger the health and safety of some of our most vulnerable.”
As part of the injunction, Harmony Manor and Cheff must collaborate with LARA and other agencies to discharge and relocate residents requiring adult foster care services. They must also allow access to licensing workers, Adult Protective Services workers, Community Mental Health workers, law enforcement officials, and medical personnel.
